Author role – ability to edit a single page

How do we use the uua theme to let a user edit just a single page without giving them access to the entire dashboard?
We think it should work this way: We use one of the existing plugins to give the author role the right to edit pages.  We then assign a user the author role.  The author role does not have access to the rest of the admin dashboard.  However, anyone with the author role should be able to select edit page from the WordPress admin bar on the top of the page.
Do we understand it right? The WordPress admin bar is not appearing on our site unless you are logged into the dashboard.  We wonder if the theme is suppressing the .admin-bar class.

The theme doesn’t include this feature, but WordPress enables you to add plugins that might achieve this. Members of this forum might have ideas. Here’s the WordPress Plugins page with “permissions” entered in the search box: https://wordpress.org/plugins/search/permissions/ .
